With these credentials Mr. Miller has solidified his position as the go-to promoter and event organizer on the west coast due to his ability to reach thousands of fans and artist almost instantaneously, and among the mixed crowd of businessmen and gang members, bloods or crips, blacks and whites, even sworn enemies, Oc demands that everyone shows respect for his events and maintain restraint… In other words, every single person there knows that violence or even a disturbance of any type will not be tolerated on ANY LEVEL. When Mr. Miller host an event, to the streets, this is thee equivalent of sacred ground, and after over 16 years of consecutively hosting his flagship endeavor, The West Coast Hip-Hop Awards, not once has any fights, shootings, or arguments broke out at ANY of his venue engagements. This is a bragging right that very very few in the Oregon-Washington-California region can claim as their own. Artist like platinum rappers Juicy J and Too Short, whom Oc admits they “go way back”, call his phone still, even after over twenty years of doing business, to enlist his skill and charisma to pack their shows at a premium rate. And with the caliber of friends and connections Mr. Miller has among the “who's-who” of the hip-hop world, you'd think you'd already have heard of him… but most likely you haven't. Octavius Miller has a rich history in the music industry, with his involvement dating back many years. His journey began during the era when his brother, the late legendary west coast gangsta rapper Seagram, was signed with Houston's premiere hip-hop label, Rap-A-Lot. This label is renowned for nurturing classic and timeless acts such as Scarface, Yukmouth, and Devin The Dude.

Through his entrepreneurial spirit and deep-rooted passion for hip-hop culture, Octavius founded Next Level Promotions LLC, a company that has become synonymous with innovation and excellence in the music event management industry. Under his leadership, Next Level Promotions has consistently delivered high-quality and memorable experiences for artists and fans alike. Along with his promotion company, Oc also operated a music studio, record store, management service, and an online music collectors store that offers ultra rare cassettes and CD's to serious music collectors around the world. He currently offers his knowledge as the head business consultant to hip-hop star A-1 Thee Assas'n and his empire of businesses, as well as serving on the executive board of one of the fastest rising underground media companies in the country, The BHM Conglomerate LLC.

After the 2013 prison release of recording artist A-1 Thee Assas'n, he and Mr. Miller collaborated on a campaign to reignite his flame in the streets among the underground hip-hop community. The results of that being the creation of A-1's classic and timeless twelve track Mix-EP, ASSASSINATION DAY. After introducing A-1 to another one of his veteran artists, Syke Pachino (rest in peace), the two went on to create a number of hit songs together, one of which being the title track of the A-1 Thee Assas'n Mix-EP, ASSASSINATION DAY. The song featured guest appearances from Syke Pachino as well as GI Ginn and expert production from LoudRapBeats. As the release of the Mix-EP quickly garnered thousands and thousands of downloads, streams, and physical sales, Oc then had the brilliant idea to bring Marvaless - the Queen Of The West Coast, and A-1 Thee Assas'n - The King Of Hardcore Hip-Hop, together to collaborate on a song that was designated to be the title track and anthem for Sleep Poe's book and motion picture titled “Respect My Gangstah”.

The Queen flew out to Kansas to meet A-1 and his road manager/head advisor, Moms The Muscle, at Polar's Studios and get to work. The group quickly bonded and the work flowed easily, as if they'd all been working together for years. To this day, Marvaless, Moms The Muscle and A-1 Thee Assas'n have a close relationship with one another. They have Octavius Miller to thank for making that introduction a reality.

After The West Coast Hip-Hop Awards Show of 2013 in Vancouver, Washington, Marvaless again took a flight out to Kansas to work with A-1, OG Eddie MF Kane, and Polar. But this time, not only was she coming to film the “Respect My Gangsta” music video, she would also spend a week with Polar and A-1 to record her mixtape titled “The People's Champ”. This summer, August 21st of 2024, Black Heart Music Entertainment will release a 10th year Anniversary revision of the mixtape titled “Black Heart Music Entertainment Presents: Marvaless - The People's Champ - 10th Year BHM Edition (The Mixtape)”.

The finished product is a visual masterpiece that Oc and the rest of the team of professionals that worked on the song and music video should be VERY proud of!!! …..


In conclusion, Mr. Miller's contributions to the music industry are quite literally immeasurable, and his dedication to assisting, promoting, and celebrating hip-hop culture is truly remarkable. He's a walking national treasure that deserves the utmost respect from the senior hip-hop lovers all the way down to the Y.G's. Why? Because no matter your age, he has played a pivotal part behind the scenes in the lives of your favorite musicians from the late 80's all the way up to this present day!!! With his help, musicians across the country have gained additional avenues to monetize their musical material, as well as network and perform with some of the biggest names in the music industry.
